With reference to the last para of the letter from this dept I am directed by the Secretary of State for the Colonies to transmit to you to be laid before the L. C. the accompanying transcript of a despatch: for the fort of Hongkong showing a copy of an ordinance entitled "An Ordinance to authorise the construction & maintenance of certain Naval & Military works upon & over certain portions of the foreshore & sea bed situate upon the waterfrontage of the city of Victoria in this Colony"

2. and A copy of the Report of the local Attorney-General thereupon, on this ordinance is also enclosed.
3.
I am desired to request that you will move the L. C. to signify to this Department their opinion, whether this Ordinance may properly be allowed to remain in operation.
